How to read it
The ship-to is the parcel-post address printed on the solicitation: a DLA distribution depot (Susquehanna and New Cumberland in Pennsylvania, San Joaquin in California, Hill, Cherry Point, Norfolk, Jacksonville and others) or a base receiving directly. Miles are straight-line between ZIP centers, so add a little for the road. About half of open solicitations name a depot; the rest ship to a base, an overseas consolidation point, or are stated only in the order, and those show wherever the address resolves.
On each solicitation page the terms list says whether it is FOB destination or origin and where inspection happens, which is what decides how much distance is worth. “No gates” means the parsed text has no source-approval, first-article, QPL or export-control requirement; “approved sources” means the AMSC code restricts award to listed sources.
