How to read it
“Newest record” is the latest timestamp in the table: the load time where the loader records one, otherwise the date on the newest record itself (an award date, a publication date). Row counts are the database's own estimate, refreshed as tables are analyzed, so they can trail the exact count by a fraction of a percent. A feed is “later than usual” when its newest record is older than its cadence allows; that is a note to us, and it usually means the source has not published rather than that we missed it: DIBBS posts nothing on federal holidays, and FLIS extracts are monthly.
